ILLINOIS -- State Senator Chapin Rose (R) wants to make sure every school district gets their fair share of funding. An audit revealed Chicago schools were getting more than they should. Some were making up students to increase enrollment and funding.

Rose says the first step to get the system back on track is to eliminate the Chicago Block Grant. Before any school in the state gets a penny, $230 million goes to Chicago schools. Rose says it's wrong and unfair.

Rose says something has to be done to repay schools. Right now, $500 million is owed statewide. In just Champaign, Douglas and Edgar counties, $10 million still hasn't been paid.
