Illinois Senator Dick Durbin was part of that committee and acknowledged the difficult decision they had to make. He said he appreciates that the president left the ultimate decision on whether or not to take action to Congress.
Lawmakers say the approval by the Senate Foreign Relations Committee bodes well for passge by the full body.
