When asked, "Do you approve or disapprove of the way (____) is/are handling negotiations over the federal budget?"
President Obama: 51% Disapprove
Republicans in Congress: 70% Disapprove
Democrats in Congress: 61% Disapprove
While an argument could be made that Republicans are bearing the brunt of the anger over the handling of the shutdown, it shows that everyone is suffering politically.
