It would help the city keep in better contact with landlords in case of an emergency. It would also require that landlords have a valid tenant agreement with those living at their property. Belvidere Mayor Mike Chamberlain says this is just a way to help better the community -- not a way to punish the owners.
"This is not so much about looking for ways to do punitive measures against people," Chamberlain say's. "This is just simply we want to know who we need to contact."
If the proposal is approved, it'll be voted on by city council.
