WTVO/WQRF - The cold winter took a toll on home prices.

A closely watched measure of housing values nationwide posted its third straight monthly decline in January.  The S&P/Case-Shiller Index dipped 0.1%

An analysis of home prices in 20 major markets found cold weather cities were hit the hardest.  They include Chicago, Detroit, Minneapolis and Boston.

On a year-over-year basis, home prices gained more than 13% nationally.  But, experts say gains are slowing.
