Rockford Police Make Arrest in Cole Avenue Murder

Jamie Spates, 41, has been charged with first degree murder.

ROCKFORD - Rockford Police announce the arrest of a man for his alleged role in Thursday's deadly shooting.

Jamie Spates, 41, is charged with first degree murder. His bond is set at $2 million. Investigators aren't calling him the shooter, even though he's charged with murder. That, is due to the fact that by Illinois law, If someone dies during a crime, the suspects are automatically charged.

Police identified the victim of the shooting as 27 year-old Isaiah Starks. The incident happened just before 1:00p.m. Thursday.  A witness that spoke to Eyewitness News off camera says Starks was in the neighborhood to visit a resident. That's when he says he saw two men in an SUV approach Starks.

One got out of the car. They soon got into an argument, then started fighting. The witness then says the second man got out of the car and shot Starks multiple times, before fleeing the scene.

Spates is currently in the Winnebago County Jail and the investigation is still ongoing.
