Rockford's Finance Task Force Presents Possible Deficit Solutions

The committee suggests over 70 options to cut spending and add revenue

ROCKFORD - "You know overcoming a $10.2 million budget deficit is never an easy thing. You've got hard choices on either side of that equation," said Rockford's Finance Director Carrie Eklund.

Rockford city aldermen are edging closer to finalizing the 2018 budget. However, the biggest decisions are yet to come. "The alternative is laying off staff," Eklund said.

Council members heard recommendations from its appointed Finance Task Force, a committee made up ten outside business leaders. "The task force did an excellent job identifying solutions that don't require them to make some of the delivery decisions," Eklund added.

The task force compiled 75 solutions to cut expenses, add revenue, and avoid layoffs. The notables include a reduction in police and fire overtime and issuing fines for low-level offenses like shoplifting and disorderly conduct instead of jail time.

"Sometimes when you are in the line of duty fighting fire or involved in a police incident, it is a cost," Alderman Frank Beach said. "I think both chiefs say there's ways they feel they can reorganize it to cut it down and we just challenge them to do that," he added.

Another option presented was a utility tax. "Our goal is to lay out everything that they have done, ask any high level questions that alderman have," said Rockford Mayor Tom McNamara. "Then over the next several weeks and even month, two months, we're going to be going over line by line
their recommendations," he added. 

With dozens of options on the table, city leaders will have plenty to look over before making a final vote. "We'll give them some time to look over that and then we'll start moving the 75 recommendations for council's consideration in a series of decision packages," Eklund added.

Roughly 2 million of the 10 million dollar deficit comes from a lack of funding from the state of Illinois. The city has until March 31st to finalize the 2018 budget.
