WTVO/WQRF - One way or the other, the county will get money owed to them.
Winnebago County State's Attorney Joe Bruscato says anyone who owes the county money will pay up either through tax refunds, lottery winnings, or wage garnishments.
It's the latest effort to collect outstanding fines and fees. In 2011, the county hired a debt collection agency, Harris & Harris. The agency recovered about $4 million in outstanding debt.
The county says the money is important to keep critical services in the community operational. Also, it's a good way to hold people accountable.
