BELOIT (WTVO)) -- The City of Beloit says it had no choice but to force out residents after the Park Avenue Apartments deteriorated beyond habitation. Milwaukee-based Joe Miller owns the complex and has had a history of financial problems.
City officials say they can't get in contact with Miller to discuss repairs to the building. 32 families are now displaced because of 2 building code violations, nearly 20 maintenance violations and a wide range of problems including a lack of utility and trash service.
Miller has not responded to repeated requests for comment by Eyewitness News.
