Man In A Dress Arrested For Harassing Rockford Women

Todd Swanson, a 47 year old man who lives in the Rockford area. He has harassed several women all over the city of Rockford in the past couple of months. Rockford police have received many complaints about Swanson and his bizarre behaviors.
ROCKFORD - A man is under arrest, after he allegedly harassed women all around the city of Rockford. He even entered an elementary school claiming to pick up his daughter.

Todd Swanson, 47, is charged with three counts of disorderly conduct and two counts of criminal trespass. There were several incidents, allegedly involving Swanson.

On Jan. 16, Lieutenant Patrick Hoye said Swanson was dressed like a woman near Alpine Road. “It was reported that a gentleman in a Red pick up truck with heavy makeup on, and a wig would pull up to women and make lude comments to them.”

Later on that day, he was spotted inside Flynn Middle School by a teacher. Hoye said the police report said Swanson claimed to be looking for his daughter, but that was false.

More encounters allegedly happened on January 20, in the 500 block of South Perryville Road and at the Peak Fitness on State Street.

On Feb. 11, Swanson then entered the women's locker room at the state street location of Peak Fitness, again as a woman. Staff then asked him to leave. It was the third time since January 6th they have had to do that.

Talicia Pearce, a member of Peak Fitness said she is nervous about the security situation at her gym.

“If I’m changing in the locker room, and a man comes walking in, I’m going to feel unsafe and I will not go there anymore.”
Police arrested Swanson at his home January 24, but he bonded out.

Then two weeks later, two customers at Bergner's in the Machesney Park Mall complained that Swanson was taking pictures of them while in the dressing room.

Swanson is being held on a bond of $65,00 in the Winnebago County Jail.
