"Our economy is not where we want it to be having said that, we have at least positioned ourselves to bring growth and more importantly have our existing businesses expand. That's were most of the new jobs are going to come from," said Christiansen.

The county has cut it's budgets since 2008 in response. Christiansen says more skilled workers are needed to help fuel the region's recovery and he's making that a priority.

"Creating a skilled work force with district 205 along with Alignment Rockford will reinvent our whole school system. Bringing more vocational training again having that skilled workforce that's our future."

The announcement Governor Quinn made recently about a new passenger rail from Rockford to Chicago is something Christiansen says will also help the area economy grow.

"I think it will help our housing market because we are so competitive in price you can get out here and leave and be on their computers as they travel. It's going to be a real game changer."

West side development including ending Rockford's food desert is also an economic focus for the County Chairman.

 "What's going on West State that's probably the most significant development that's going to help us along."
