Rockford Illinois- The Wall Street Journal dubbed Rockford, "Underwater Mortgage Capital Of America."

The city boast 32% of its mortgages as being "underwater." That means that the property is worth less than the money owed on it. The national average is 10.6%.

The taxpayer group, Concerned Citizens of Rockford puts the blame on the local government and overspending/misuse of taxpayer dollars.
