Police Make Arrest in Death of Construction Worker

Update: A man is in custody after Wednesday's deadly hit and run crash.

UPDATE (10:36pm, 9/12/13): Rockford Police have charged Joshua Pepper, 31, with Siens' death.  He faces several charges including leaving the scene of an accident involving death and driving after suspension.  He was arrested Wednesday at 7pm after police received a tip on his location.

UPDATE (9:23am, 9/12/13): Rockford Police tells Eyewitness News they have made an arrest in this case.  We'll have more details as they come in.

UPDATE (10:13pm, 9/11/13): The victim is 54 year old Clinton Dale Siens.

UPDATE (3:27pm, 9/11/13): The victim is identified as a 54 year old male.  Witnesses say they got a partial read on the suspect vehicle's license plate; "S40".  Police say the driver was traveling eastbound on Sandy Hollow when the victim was hit.  The driver was last seen headed north on South Alpine Road after running a red light.

UPDATE (3:07pm, 9/11/13): Police describe the suspect vehicle as a red minivan.

One person is dead on the city's southeast side after a hit and run incident.

It happened at 11:10am at the intersection of 35th and Sandy Hollow.  Police say a utility worker was hit by a car while installing fiber optic cables.  So far, investigators have no suspects.  Police are asking drivers to avoid Sandy Hollow between Alpine and 20th Street so they can conduct their investigation.
