Speaker Madigan: The number one problem facing Illinois is the budget

SPRINGFIELD — Speaker Michael Madigan said he would have liked to hear more about the budget in the Governor’s State of the State Address.

He said Governor Bruce Rauner continues to use “non-budget issues” to hold the budget-making process hostage.
