Ex-Rock Valley Police Officer Arrested for Theft

A former police officer with the Rock Valley College Police Department has been arrested for theft for allegedly falsifying time sheets with the department.

RVC Police requested the Winnebago County Sheriff’s Department investigate after they suspected that one of their officers was lying on his time sheets regarding military drill leave. The officer was allegedly taking paid leave on days in which there was no military drill from 2013 to 2017.

As a result, on Wednesday, charges were authorized and a warrant obtained for the officer, who then turned himself in. He is Vincent Lara, 46, of Rockford. He’s charged with theft.

The discrepancies in Lara’s timecard were first noticed in September 2017 by Rock Valley College PD. While an internal investigation was ongoing, Lara resigned from the force. He currently works part time for the Village of Winnebago Police Department, where he is now on administrative leave.
