Jury rules City of Rockford not at fault for deadly 2012 hit and run

ROCKFORD, Ill. (WTVO) — On Friday, a jury ruled in favor of the City of Rockford in a lawsuit brought by the family of Michael Steines, who was killed in an accident at the intersection of 2nd and Grove Street in 2012.

Anthony Adkins was found Not Guilty in 2016 of hitting 34-year-old Steins.  Police say Adkins then fled the scene and ditched his car.

Steines’ blood alcohol was almost three times the legal limit at the time of the accident, according to the city’s attorneys.

Steins’ family sued the city for $2.8 million, allegeing that a streetlight had been malfunctioning at the time of the accident, which made it difficult for Adkins to see Steines as he crossed the street.

After a week long trial, the jury returned a unanimous verdict in favor of the city.
