JANESVILLE, Wis. (WTVO) — Cesar P. Felipe, 20, was arrested Thursday morning and charged with five counts of Possession of Child Pornography, according to Janesville Police.
Police initiated an investigation into Felipe after receiving a tip from the National Center for Missing and exploited children.
Felipe was booked into the Rock County Jail.
