Flames were seen shooting from the building’s roof and smoke filled the sky as firefighters worked to bring the fire, which started in the attic, under control.
Firefighters quickly evacuated 16 adults, six children and all their pets from inside the building and closed roads around the complex as they attacked the flames.
Authorities say no one was hurt.
Families inside say there was a delay in the building’s alarms and that they were notified of flames by firefighters knocking on their doors.
Investigators have not determined what caused the fire. The complex also suffered a large fire in 2012.
