Rockford city leaders passed a new requirement for massage therapists.

The ordinance requires massage businesses to pay an annual $50 fee to the city.  The money will be used to fund massage parlor policing in order to crack down on human trafficking.  Licensed Massage Therapist Jodell Gabriel attended the council meeting and believes the fee is unfair.  She says she already pays money to the state that’s meant to help police punish unlicensed massage establishments.

“We’re already paying $150 plus having to do the continuing education that qualifies us for the state license,” said Gabriel.  “It’s another expense on top of that.”

The fee was originally $300.  Gabriel says she worked with the city to lower it to $75.  Council members ultimately decided on $50.
