Two Janesville Residents Accused of Mistreating a Litter of Puppies

Two Janesville residents are arrested after police say they failed to provide adequate water to a litter of 12 puppies.

Chad Mukina, 32, and Felicia Tousey, 21, both of Janesville, face a felony and several misdemeanor charges. A search warrant executed at their home in late June resulted in the seizure of 12 mixed breed puppies all under 10 weeks old.

A subsequent investigation led to the charges being issued against Mukina and Tousey. They are a felony mistreating animals charge, a misdemeanor failure to provide water charge and a misdemeanor operating as a dog dealer without a license charge.

Both were booked and released from the Rock County Jail.

The puppies are currently receiving medical attention at the Humane Society of Southern Wisconsin.
